In 2006, Liaoning Province launched a significant policy to support agricultural mechanization by offering subsidies for agricultural machinery. These subsidies were primarily directed toward individual farmers and agricultural service organizations actively involved in farming activities. The subsidy amount ranged from 15% to 30% of the machine's price, based on the "2006 Catalogue of Liaoning Agricultural Machinery Purchase Subsidy." In principle, each farmer or agricultural service organization could receive a maximum of one set of equipment per year—this included one main unit and three associated attachments.
Farmers and organizations that produced large quantities of grain, required supporting equipment, had prior experience in operating agricultural machinery, or maintained a solid operational foundation were eligible for more favorable subsidy terms. When there was uncertainty about who qualified, applications were processed in the order they were received. The central government allocated funds to subsidize six major categories of machinery, including large and medium-sized tractors, tillage tools, planting equipment, plant protection machines, harvesting devices, and grain drying systems. Specific models and items were outlined in the official catalog.
To apply for the subsidy, users first needed to submit the "Application Form for Special Subsidy for Agricultural Machinery Purchase" to their local agricultural machinery authority. After the local audit and public announcement confirmed no objections, the applicants signed the "Agricultural Machinery Purchase Subsidy Contract." They then purchased the equipment directly from the Liaoning Agricultural Mechanization Service and received an invoice. Finally, they submitted the "Government Subsidy Claim Form" to access the policy benefits.
Additionally, the policy clearly stated that any agricultural machinery receiving government subsidies could not be transferred or sold within a two-year period. This measure aimed to ensure that the subsidies supported long-term agricultural development rather than short-term profit-making. Overall, this initiative helped modernize farming practices, improve efficiency, and promote sustainable growth in Liaoning’s rural areas.
